Not at all.  UCI protocol allows the interface to make decisions for the engine.
 In effect, the interface is part of the package, just like EGTBs.

If the operator had done nothing, the game would be a draw, period.  To
intervene and alter that result is "throwing the game", which is all kinds of
bad, wrong, illegal and unethical.
