I really was not aware of that rule b).
What does it imply for computer chess?
If a program (e.g. Shredder) must declare a draw due to rule b),
rule a) makes no sense at all.

Only considering rule a) for claiming draws may miss immediate draw claims b),
where i wrongly thought it is redundant.
