Presumably Olde French. It is more an escape way out of very delicate and difficult situation - more a kind of a diplomats last parachute . Would be worth writing a short story about it but I am convinced there already exist several ones. Don't use it very often - I would say 1 or 2 times a year. The knowing person then will be very impressed - it is the motto of the Order of the Garter - the highest order of the former British Empire ( now aka " not-so-Great Britain , or " Little England )
