No, f3 is draw like a _lot_ of other moves too(probably > a dozen of moves
draw here and the position just is a draw).
It is even not necessary to use an engine for analyzing here.
After 133 ...f3+ 134. K/Bxf3 e.g.134 ...Kb5 135. Rxyz 135...Bg5 ==
(no more progress possible...)

The problem is you did not the whole game, because if Black lost here
it did a blunder move much later. I hope though you won't tell us it
lost on time?
