I will give example for mobility of rooks in fruit in the opening.

In fruit the formula of opening mobility for rooks is 0.02*(R-7) when R is the
number of moves of the rook.

It means that if you have one rook and it has 8 moves you get bonus of +0.02
pawns but if you have 2 rooks that every one of them has 4 moves you get bonus
of 0.02*(4-7) for every rook or in other word panelty of 0.12 pawns

You can see that the same number of moves for rooks(8 moves) can give bonus or
panelty depending on the question if the side has one rook or 2 rooks.
