Hello Chris,
I think the reason is because many Masters/GM's don't feel confident playing the
latest/greatest programs on fast hardware.  Even though the programs are not
eligible for prize money they do affect the outcome of the event and therefore
who will get the money.  So If you want IM's/GM's in your tournament you better
keep the computers away.
