good point about the e-mail addresses. It would be great if we can do that.
However what made this place great is the ability of the moderators to delete
the garbadge. For most of the time this has been "no-problem" !!!
So we should keep the option of removing messages.
I would replace your 2nd with something that is 180 degrees opposite.

Let everybody be able to remove messages. The catch is, a person can remove only
3 messages a month. So better use them wisely! Also keep a log of who removed
what threads and make it public.

adopt a policy where prior to removing the messages the person who is going to
do it should post a notification message under the root of the thread with a
topic say "TO BE REMOVED !!!" and allow at least an hour before actualy
removing the thread for other people to respond. If people respond with request
to leave the thread alone the person(who wants to remove it) has the option to
reconsider.
