How is 18 queens possible?

In order to promote, you either have to take a piece (diagonally through the
enemy pawn line to get behind it) or you have to take a pawn (to get it off of
the file and allow room for other pawns to push). By doing it the second way
exclusively, there are only 12 promotions possible.

In the position above, white could have made 6 piece captures for promotions
which would have opened up the lines for 6 push promotions for black. This
leaves 4 pawns on the board. One must be captured to open up the lines for the
other 3 which allows 15 promotions.

In the position above, black could have made 7 piece captures for promotions
which would have opened up the lines for 7 push promotions for black. This
leaves 2 pawns on the board. One must be captured to open up the lines for the
other 1 which allows 15 promotions.

2 original queens + 15 promotion queens = 17 queens maximum on a chess board.

How do you get to 18 queens? I do not think it is possible and I would be
interested to see how this is accomplished.
