Sorry, figured it out. With no pawn captures and all promotions done via a piece capture or a push (once the opposing side removes his pawn by capturing a piece), you could have 18 queens (this could be done with 8 piece captures and 8 pushes). However, in this case at least 8 piece captures must be done (and none of those could be captures of a queen), hence the greatest number of pieces (including kings) on the board would be 24 (18 queens and 4 other pieces). Since Uri's position contains 23 pieces, it's legal. Nevermind. KarinsDad :)
