Because each program would have to have drivers to support each and every different kind of printer. Windows takes care of this. Can you use different screen resolutions in DOS chess programs? Same thing. Fritz also has a Windows help file, with all of the Windows help features. Compare to similar help files in DOS programs. Could all of these things be duplicated in a DOS environment? Sure, if you want to leave the author no time to work on the engine.
