Possibly you have two or more CD drives, or the CD drive has an unusual letter like I or S? Or you have a zip drive which grabs a letter in between? Normal installation routines search the CD in D or E possibly. Look into win.ini or system.ini. If there is a $ sign for your CD drive, give it the real letter Z or whatever. This MIGHT help.
