Crafty just won an internet contest against all of these.  Crafty is designed
for SMP machines and with pondering on.  Under those conditions, it is as good
or better than any program in the world.  It would take extensive testing to see
how it would fare against the world's best programs (like the above list) at
40/2.  I suspect it would be competitive even on a uniprocessor.

Some tests at 40/2 against other freely available Winboard engines seem to
indicate that it is the toughest dog in that town.

There is no question that it is the strongest program in the world for which the
source code is publicly available, at the present time.
