This is a correspondence game that is played by email so you cannot expect normal conditions. The sides have no right to ponder because if you give them the right to ponder then one program may have more time to ponder and it is unfair. I agree that there is a better idea than using exactly 1 hour per move and I think that a time conreol of 40 hours/40 moves+40 hours/40 moves when the operator can choose how much time to use in every move is better if the target is to see which program is better for correspondence games.
