Weight move choice vector which allows the following:
A.  Constant for FIDE ELO of player making the choice C1
B.  Constant for number of times the move is chosen C2
C.  Constant for percentage of times the move is chosen C3
D.  Constant for CAP score C4
E.  Constant for CAP score window C5
F.  Constant for ELO of computer player of known strength from SSDF list C6[*]
G.  Constant for ELO of computer player of known strength from Frank Q's big
contest C7[*]
H.  Constant for ECO book score C8 {Encyclopaedia of Chess Openings}
I.  Constant for MCO book score C9 {Modern Chess Openings}
J.  Constant for NCO book score C10 {Nunn’s Chess Openings}
K.  Constant for BCO book score C11 {Batsford Chess Openings}
L.  Allow a formula for the above constants (default
C1+C2+C3+C4+C5+C6+C7+C8+C9+C10+C11 but
C1^2*C2^(1.5)+log(C3)+C4+C5+C6+C7+C8+C9+C10+C11 or some such would be desirable
to be able to formulate.)

[*] It would be even better if we could import a tournament, rate it, and then
use a weight vector from any collection of these contests
