It is a design choice of the programmers
I know that I do not like this design but this design choice is used by
Fritz for years.

I cannot say more than it and cannot say that it is easy to fix the problem.
I know that things that seem simple to non programmers may be very complicated

Example:
I know that Junior4.6 and Junior5 did not consider underppromotions.
Changing it was finally done in Junior6 but it was not simple based on the
programmer.
