Yes, all the.. um, 40 pieces I think, are always "in the game", since they can be dropped back as a move-equivalent action. The endgame in Shogi is like a race to checkmate first, where tactics play an important role. IIRC, all good shogi programs have a special mate-solving module for finding endgame mating attacks.
