ICC was never meant to be a serious rating and I treat the numbers there as
meaningless.

There are many problems.

1)programs are allowed to change their hardware or their software
2)people can have list of people not to play and are not forced to play against
specific opponents.
3)programs play games at different time control and games at different time
control are counted for the same blitz rating(4 0 and 5 3 are both blitz time
control)
