I like to keep it simple. If I decide to run a match at 5 0 then I want to see
the engine lose on time if it consumes 1/100 second more.

Allmost all engine do have a working time management.

We can think about a lot lot of possibilities how much additional time may be
acceptable. Some might think 1%, others 0.5 the next may vote for 2. I didn't
think there could be found something what is accepted by anyone. Therefore I
prefer the simple way.
