With 24 players, 7 rounds is usually enough to pick a winner in some category,
provided that the category winner really is a fair bit better than the others in
the category, and the category winner finishes in about the top 5 outright (or
bottom 5 outright). If there are several close contenders for the category, or
the top of the category finishes near the middle outright, then you will
probably have to rely on dodgy tie-break methods.

Of course with 24 players and the top 8 or so all of very similar strength,
which seems likely, you might not even get a clear winner outright, since even
the top entries will likely pick up a few draws, or triangles (A beats B, B
beats C, C beats A).

To get a feel for this, try simulating a tournament where higher seeds always
win against lower seeds. 24 players 7 rounds definately gets a clear outright
winner, and fairly likely a clear category winner.

Then try 24 players with ratings 2600, 2580, 2560, 2540 so on down to the
bottom. Simulate a tournament with random results weighted according to the
predictions of ELO tables. Results are a complete mess, with no guarantee of a
clear winner, and if there is one, it won't always be 2600.
