impossible because time management is dependent on what happens in the search
and I do not see how universal clock can tell program about details that are in
the search.

If you want to reduce the effect of time management then I think that using time
control of x moves for y minutes is better.

Note also that there are tricks like different search at different time controls
and Junior may jumps from depth 12 to depth 14 in one time control and jumps
from depth 12 to depth 15 in another time control.
