Not at all!
Look at the basic sciences for instance. The money is not the driving force
and most the modern society is built upon those, even if you don't
know it.
Look at Hyatt's post describing the era of computer chess when there was a
scientific (academic) interest in computer chess. The advances were huge.

In fact, I would say the opposite is closer to the truth. When money
enters in the equation there is a good chance that the creativity might
be limited in one way or another. An idea or project may be good but it is
cut off for reasons not related entirely to the subject.

When money is the driving force, optimization has the best chance. But
optimization is not the only way of progress...
