Ok I confirmed that 182 can be obtained legally. I doubt this is the least moves
it can be accomplished in, but it works.

The method I used was:

1. Sacrifice bishops and knights to get all of the pawns on open files
2. Move each king to safety on the edge of the board, with it's own pieces
blocking it for protection from checks. This might not be necessary, but it made
it simpler to not have to worry about that.
3. Promote, promote, promote...

I don't think it would be possible to get a higher material value.  You have all
of your most significantly valued pieces on the board (9 queens for each side),
and all of your next highest valued pieces (rooks) also on the board. To add any
of the 3 point pieces you have to avoid sacrificing one of them, which will
leave you with a pawn instead of a queen. The total gain for keeping a 3 point
piece would be (-9 +3 +1) = -5. To get a higher material score I think you would
need to find some way to unblock the pawns without sacrificing. Remember, when
you sacrifice a pawn, you're really sacrificing a queen.
