Yes. The programs count time for themselves.

During the height of the autoplayer cheating debate, when some people tried to
think up complicated auto232 tricks leading to marginal and obscure advantages,
I pointed out that the simplest way to cheat is to lie about your clock, and
this doesn't even involve the autoplayer.
