I had been thinking that having people vote by faxing in a copy of their
driver's licence along with their votes wouldn't be that bad a scheme, but this
adds work to ICD's plate, something which is not so hot.  It's not exactly a
fraud-free solution either, though.  Still, it's better than having Don Dailey
hunting down duplicate accounts until the end of time.
