I guess traditionally the tournament has been a meeting place for the
programmers, and the organisers are trying to somehow enforce this by having the
rule that the author must attend.  I personally think this is a dubious reason
for the rule.  I'd rather have a program competing and operated by someone
nominated by the author than the alternative of the program not competing at
all.
