The opposite.
I do not understand decision of not allowing computers when you have no way to
catch cheaters if they do not admit that they use computers.

The general opinion of people that I talked with them is that forbidding using
computers in correspondence games is useless because there is no way to catch
cheaters so the best thing to do is to allow people to use computers.

In the ICC I can understand someone wishing to play against a computer
>engine but not to use a computer engine to play against someone or some other
>engine (except possibly for a chess programmer to test his code).

The reason to use computers for non programmers in correspondence games is very
simple:
People want to win.
