Ahhhm, your basically right, even most people here would say your wrong, because
the FEN is wrong. :-))
So let me give the position again with the corrected FEN:
[D]8/8/8/8/1p2p3/1P1kP3/1P3P2/2K3N1 w Q/2 -

Please notice the Q/2 flag in the position. It obviously means that castling to
the queen side is allowed partially - exactly by a half.
This new feature will be part of the new epd description as soon as S. J.
Edwards has time to give a new request for comment (RFC).
