Interesting, if we apply your logic to human chess, then Kramnik is not the best
human player in chess because somebody somewhere claims they know more about
chess than him, today.  This being the case, there can never be a world's best
at any activity.

I believe in computer chess when you have the World Championship and the number
1 spot on the SSDF, you are the best chess program in the world.  It would be up
to the people claiming they have a better program to prove it.
