That bit can be compenstated for mathematically.  It would clearly be better to
play both sides against each opponent but that is a lot of games.  I do not know
the format, but as long as it is even handed, worse things could happen.

Short tournaments are always like that.  Consider the "Superbowl" for US
football.  A single game decides the winner.  It *is* essentially a coin-toss,
but nobody really has a problem with having the winner being crowned champion.

I am quite sure that all of them were invited.  The fact that they do not want
to play for whatever reason means that they are not needed to decide the
contest.  By default, they have lost.

I tbink it is quite a bad idea to have the tournament players making decisions
about the format of the tournament.  Besides, they have enough on their plate
already.  I agree that Dr. Hyatt is a level headed fellow and one of the "old
guard" of computer chess.  But he is not the person to make TD type decisions.

The tournament is credible.  There are some powerhouses.  And the winner will be
crowned world champion.  That does not mean that it will be the strongest
program in the world.  But it will mean that it won this contest.  Of course,
nothing in those statements would change if your conditions were added.

I do not think that perfect scenarios are achievable.  It is therefore better to
aim for what is achievable.

There are plenty of warts and flaws with the ICCA tournaments (I promise not to
mention Europe/US alternation).  At any rate, it's better than nothing.

If you want to know which program is strongest, SSDF, WBEC, and CEGT are better
anyway.
